Loudoun County has two programs whose primary purpose is to preserve and rehabilitate existing affordable housing. The Loudoun County Home Improvement Program is available countywide to low and moderate income homeowners who want to rehabilitate their primary residences. The Eastern Loudoun Revitalization Program targets homes in the eastern part of the county for rehabilitation. Follow the links below for information on the programs. Loudoun County Home Improvement Program
The Loudoun County Home Improvement Program (LCHIP) provides funds to renovate the primary residence of a low-to-moderate income homeowner.
Here's how it works: The homeowner, a county construction technician and a contractor assess the renovation needs of the property. Loans are for low-to-moderate income residents and are awarded based on credit worthiness. The loans have a ten-year term and may be forgivable and/or interest free.

Eastern Loudoun Revitalization Program
The Eastern Loudoun Revitalization Home Loan Program (LCHRP) provides funds to renovate the primary residence of a low-to-moderate income homeowner in eastern Loudoun County. The program's boundaries include all properties east of Route 15 in Loudoun County.
Here's how it works: The homeowner, a county construction technician and a contractor assess the renovation needs of the property. Loans are for low-to-moderate income residents and are awarded based on credit worthiness. Loans with ten-year and twenty-year terms are available with a low interest rate or interest free.

1. How much does it cost?
Fees for processing the loan are incurred. These fees may include a credit report, title search, survey and contractor repairs. The fees can be added to the loan amount and financed over the term of the loan.
2. How long will the process take?
The loan process should take no more than 30-45 days. The construction process will be determined by the amount of renovation being completed.
3. What contractor do I use to complete the work?
Contractors will be provided from Loudoun County's approved list of contractors.
4. Can I add an addition to my house?
Generally not unless there is a health issue that requires an addition. The first items renovated will be code violations and health issues. Other items can be added for general repair, maintenance and property enhancement.
5. What is the first step to see if I qualify for the loan?
