Decal Citations (also known as Project Fairness Tickets) are of the form PF99999 (hand written tickets) or PF99999999 (computer generated tickets).

These citations are issued for failing to display a valid Loudoun County Decal (or appropriate Town Decal) or displaying an expired decal. The fine for these tickets is $100.00. In addition to paying the fine, you must register your vehicle within Loudoun County for tax purposes.

• If you are a new resident to Loudoun County, you must display a Loudoun County Decal (or appropriate town decal), within 60 days of moving into the county or town).

1. To obtain a Loudoun County Decal please go to www.loudoun.gov/ppt and register your vehicle with the Commissioner of the Revenue.

2. Once you obtain an account # from the Commissioner of the Revenue, you may go to www.loudoun.gov/ppt and select Pay Personal Property Taxes/Decal to purchase your decal.

• If you have purchased a new vehicle that will be garaged (parked overnight) in Loudoun County, you must obtain and display a Loudoun County Decal or appropriate Town Decal within 60 days of the purchase date.

1. To obtain a Loudoun County Decal please go to www.loudoun.gov/ppt and register your new vehicle with the Commissioner of the Revenue.

2. Once you obtain an account # from the Commissioner of the Revenue, you may go to www.loudoun.gov/ppt and select Pay Personal Property Taxes/Decal to purchase your decal.

3. If you sold or disposed of a vehicle when you bought the new vehicle, please remove the decal from the old vehicle. To determine if you are eligible to transfer that decal to the new vehicle free of charge, contact our office at taxes@loudoun.gov or by calling 703-777-0280. A decal may not be transferred until you have reported the sale/disposal of the old vehicle to the Commissioner of the Revenue. To do this online go to www.loudoun.gov/ppt and select Report the move, sale or disposal of vehicles or report mailing address changes for an existing account

Regarding your Decal Citation:

1. Payment must be received within 30 days from the date of the violation.

2. Pursuant to Code of Virginia 46.2-755, relating to local vehicle licenses (decals) and taxes, a violation of this ordinance shall constitute a Class 4 misdemeanor.

3. Violation of this ordinance may not be discharged by payment of a fine except upon presentation of satisfactory evidence that the required decal has been obtained.
