Frequently Asked Questions

Answers to Compliance Division Frequently Asked Questions

What are consumer utility taxes?

Electric and natural gas utility consumption taxes are paid by the consumer and are collected by the utility service provider. These taxes are based on the amount of electricity and natural gas consumed. The utility service provider is required by law to remit all consumer utility taxes collected to the taxing jurisdiction in which the services were delivered. For information regarding Loudoun County’s consumer utility tax rates, please visit the Business Tax Rates webpage.

How do the consumer utility taxes appear on my bill?

This tax appears as a line item on your utility bill and is identified as a "local utility tax" or "local consumption tax."  Most utility providers, except Washington Gas indicate the taxing jurisdiction for which the tax is being collected. The taxing jurisdiction or "tax code" on your bill should indicate either Loudoun or Loudoun County or one of its incorporated towns, if your service is provided in town. The tax for service in Hillsboro is remitted to Loudoun County.

What happens to the taxes collected if an incorrect taxing jurisdiction is listed on my bill?

Your tax dollars will be remitted to the wrong locality which reduces the funds available to provide services to Loudoun residents.

The taxing jurisdiction or “tax code” on my utility bill is incorrect.  How do I get it changed to the proper taxing jurisdiction?

You will need to contact your utility service provider since they are responsible for remitting these funds to the proper locality. After they receive the proper documentation (e.g., copy of real estate assessment or property tax bill), they should make the necessary corrections to your utility bill.  To print a copy of your real estate assessment, please visit the Loudoun County Real Estate Tax, Assessment & Parcel Database webpage. Information for the utility companies providing services in Loudoun is listed below.
