What is the purpose of having inspections of non-conventional systems?

All non-conventional onsite sewage disposal systems require maintenance in order to adequately treat and dispose of wastewater. Chapter 1067 of the Codified Ordinances of Loudoun County, adopted on November 3, 2008, requires inspections of these systems to insure they are operating as designed.

I have a maintenance contract on my system. Do I still have to get it inspected?

The inspection is a separate requirement from maintenance. If your maintenance provider has the qualifications to do an inspection then they may.

Who must have the required inspection?

Owners of non-conventional systems permitted prior to November 3, 2008, must have an inspection prior to July 1, 2009, and annually thereafter.

Owners of systems permitted after November 2, 2008, must have an annual inspection and a service agreement. Inspections must be completed annually by the anniversary date of the operation permit.

Who is qualified to do the inspection?

To be a qualified inspector, a person must meet one of the following criteria:

  • Licensed by the Virginia Department of Professional and Occupational Regulation as a Professional Engineer or Onsite Soil Evaluator; or
  • Certified by the Virginia Department of Health as an Authorized Onsite Soil Evaluator; or
  • Qualified as an Accredited Septic System Inspector; or
  • Employed by the system manufacturer or designated by the system manufacturer as an authorized service provider.

What is the cost for this inspection?

The cost is negotiated directly between the property owner and the inspector.

How are inspection reports transmitted to the Health Department?

An online database has been created where inspectors are able to electronically enter the inspection report. If the inspection report is not entered into this database the report will not be recognized by the Health Department. System inspectors have been trained to complete the report and enter it.

How will I know the results of the inspection?

You should get a copy of the inspection report from your inspector.
