This webpage provides information and background on the Route 28 Keynote Employment Policies Comprehensive Plan Amendment (CPAM 2009-0001).
The overall objective of the plan amendment is to consider retaining or changing Keynote Employment land use policies for properties along Route 28 between Route 7 and the Fairfax County line, and between Atlantic Boulevard and the Broad Run as depicted in the map at right. The workplan builds upon the significant amount of data and public input gathered through the various Route 28 corridor activities and initiatives since January 2008. The workplan is divided into three distinct phases with varying levels of effort. Staff has begun Phase I of the workplan: the policy development and stakeholder engagement component of the plan amendment process (see pages 2-3 of the Project Workplan for a detailed discussion of this Phase). Staff has assembled an internal Technical Team (Tech Team) to provide expertise and staff support throughout the plan amendment process. This team is composed of county staff representing various departments and offices related to community development. The Tech Team’s work for the month of February is focused on refining the topics of concern (see pg. 3 of Project Workplan) into issue questions, conducting finer-grained research, and preparing topic-specific issues papers.
The Tech Team will work with members of the Route 28 Stakeholders Group* as work products are developed and via small group forums and facilitated workshops. The Stakeholders Group will serve as a “sounding board” to review and advise the staff team during development of the amendment. It is anticipated that the small group workshops with the Stakeholders Group will begin in March to discuss issues papers. Stakeholders will be informed via email of the March dates once they have been scheduled.
* The Stakeholders Group includes property owners and business owners/operators within the Route 28 Tax District, interest groups/trade association groups, and regional organizations that have been involved or expressed interest in Board of Supervisors-directed Route 28 corridor initiatives and activities to date.
Project Workplan
On December 15, 2009, the Board of Supervisors directed staff to proceed with the Route 28 Keynote Employment Policies Workplan. The workplan addresses timelines and resources necessary to complete the plan amendment within a nine-month timeframe.
Background Meetings and Outreach
Stakeholders Meeting
On October 29, 2009, an interactive session was held at Orbital Sciences Corporation with Route 28 property owners that included a presentation by Loudoun County staff of the findings and conclusions contained within two significant Route 28 Corridor reports – the Route 28 Business Outreach Final Report and the market study titled, “Route 28 Corridor Analysis of Development Potential for Class A Office Space.”
At the session, participants asked questions and provided comments on these two reports and the future Comprehensive Plan Amendment (CPAM).
Board of Supervisors Meetings
At the October 20, 2009m Board of Supervisors Business Meeting, the Board discussed several options for planning efforts in the Route 28 Corridor based on the results of the Route 28 Business Outreach Project and the Route 28 Market Study. The Board voted to direct staff to prepare a workplan that addresses timelines and resources necessary to complete an amendment that focuses on issues related to Keynote Employment within the defined boundaries of the CPAM effort initiated in February. The Board also directed staff to proceed with scheduling a Route 28 Stakeholders meeting to be held on October 29, 2009.
At the October 6, 2009, Board of Supervisors Committee of the Whole, staff and the consultants, Fulton Research, Inc. answered Board members questions related to the Route 28 Market Study. The Board deferred the item to the next Board Business Meeting for a discussion of next steps regarding the Route 28 Corridor.
As a first step in the CPAM process, it was determined that further market analysis was needed to determine if the Keynote Employment planned land use vision in the Route 28 Corridor is achievable. The county contracted with a private consultant (Fulton Research, Inc. of Fairfax, Virginia) to complete a Route 28 market analysis that assesses the potential of the corridor for Class A office space under current conditions and recommends a land use vision believed to maximize the economic development potential of the overall corridor.
At the September 15, 2009 Board Business Meeting, the consultants, Fulton Research, Inc. presented the main findings and recommendations of the market study titled “Route 28 Corridor Analysis of Development Potential for Class A Office Space” to the Board. Further discussion of the report was forwarded to a Committee of the Whole to allow more time for Board members to direct questions to staff and the consultant.
On February 3, 2009, the Board of Supervisors initiated a Comprehensive Plan Amendment, CPAM 2009-0001, Route 28 Keynote Employment Policies, to assess the viability of the Keynote Employment policies of the Revised General Plan. The boundaries of the CPAM are limited to Keynote Employment areas along the Route 28 Corridor from Route 7 to the Fairfax County line and between Atlantic Boulevard and the Broad Run (See Map Above).
