Community Action Agency Advisory Board General Purpose The functions of the Community Action Agency Advisory Board (CAAAB) include: -
acting as an advisory body to the Loudoun County Board of Supervisors through the Loudoun County Social Services Board; -
recommending policies to assist the low-income population of Loudoun County; -
reviewing programs and projects that concern the low-income population; and -
reviewing and making recommendations regarding existing programs, program changes, and allocation or reallocation of resources based on staff and CAAAB monitoring and evaluation. The Board of Supervisors created the CAAAB in February 2005 and approved the bylaws in April 2005. Members There are 21 members total with membership divided into three parts: -
Seven members shall be elected public officials or their appointed representatives to be chosen by the Board of Supervisors. Membership may include elected public officials or their representatives from all three levels of government. -
Low-Income Elected Representatives: Seven members who are residents of Loudoun County democratically selected from among low-income populations or those who represent low income populations with at least one member to also represent the immigrant and disability communities. -
Representatives from Public and Private Sector Organizations: Six members may be selected from public and private sector organizations such as Good Shepherd Alliance (two members), Department of Family Services (two members), the business community, the civic community, the education community and the religious community. One seat shall be dedicated to a member of the Loudoun Human Services Network. That seat can be any member including a faith-based organization or an educational organization. Terms Board of Supervisors-appointed members and other elected officials serve three year terms and may be re-appointed at the pleasure of the Board of Supervisors or other elected official without restrictions on the number of terms served as long as the appointing elected official or Board of Supervisor member remains in office. Representatives of both low-income population (elected) and private sector organizations (confirmed) shall not serve for more than five consecutive years, nor for more than a total of ten years. After serving five consecutive years, low-income and private sector representatives shall not serve in any capacity for at least one full year. Low-income and private sector representatives who complete a three-year term and wish to serve a second term shall only serve a two-year second term before cycling off the CAAB. Meetings Meetings are scheduled for the second Wednesday of the month at 7:00 p.m., with the exception of December, in the Shenandoah Conference Room, Department of Family Services, 102 Heritage Way, N.E., in Leesburg.
