Real Property Assessments (Fair Market Valuations)

Real estate in Virginia is assessed at 100 percent of its fair market value. Real property tax bills are based on the real property assessment and the real property tax rate, which is set annually by the Board of Supervisors. Real Estate Taxes

Real estate taxes are based on real property assessments and the real property tax rate, which is set annually by the Board of Supervisors. Real estate taxes are collected twice a year in Loudoun County. The due dates are June 5 and December 5. You may pay your taxes online or you may make your check payable to the County Treasurer at one of the offices below.

Personal Property Assessments

Personal property tax is levied each calendar year on all motor vehicles, trailers, campers, mobile homes, boats and airplanes with "situs" in the county. A vehicle has situs for taxation in the county if it is garaged, parked or stored in the county, or if it is registered to a county address with the Virginia Department of Motor Vehicles. Personal Property Taxes/Decals

Loudoun County collects personal property taxes on automobiles, motorcycles, trucks, boats, campers, mobile homes, trailers, and aircraft. Personal property taxes are due May 5 and October 5. You may pay your taxes online or you may make your check payable to the County Treasurer at one of the offices below.

Decals

2010 Vehicle Decals

New green 2010 decals went on sale July 1, 2009, and are to be displayed by November 16, 2009. All past due taxes must be paid in full before a decal can be purchased. Please call 703-777-0280 to determine the total amount due or utilize our Search & Pay option to determine any amounts owed. Payments received will automatically be applied to delinquent taxes first.

All county residents living outside an incorporated town are required to purchase and display a County Vehicle License Decal for their automobile or motorcycle within 60 days of entering the county. The fees for decals are billed with personal property taxes and are due to be paid to the County Treasurer by October 5 of each year. New decals should be displayed each year prior to November 16.

Business License Tax/Business Personal Property Taxes

Most businesses, including those which are home-based, are subject to a gross receipts tax and a personal property tax on business equipment. For more information, or to obtain the required forms, visit the webpage for the office of the Commissioner of the Revenue.

Real Property Assessments (Land Use Valuations)

If real estate is used for agricultural, forestal or open space purposes, the owner may apply to have the land assessed for this use, which in most cases results in a lower assessed value. Tax Relief for the Elderly and Disabled

Loudoun County offers real estate or personal property tax relief for qualifying elderly and permanently and totally disabled individuals. For more information about these programs, visit the webpage for the office of the Commissioner of the Revenue.

Loudoun County property owners who substantially renovate or rehabilitate residential properties may be eligible for a partial exemption from real estate taxation. Contact the Assessor's Office or click here for more information about the program, including an application.

State Income Taxes

The Loudoun County Commissioner of the Revenue offers assistance in preparing state income tax returns, provides the necessary forms, and answers questions about state income taxes.

The Virginia Department of Taxation also offers assistance with state income taxes.

Tax Exemption for Certain Nonprofit Organizations

Certain nonprofit organizations may be eligible for exemption from real or personal property taxes, or both. Nonprofit organizations seeking tax exemption should contact the Office of the County Administrator, the Commissioner of the Revenue, or the Office of the County Assessor about real property tax exemption. Note to Potential Applicants: The Board of Supervisors has enacted a moratorium on the granting of property tax exemptions by designation until after December 31, 2011.

Exemptions by designation are those categories of exemptions in which the local governing body (Board of Supervisors) determines.

Property tax exemptions by classification, or those categories that are automatically exempted by State Code (e.g., finished and opened buildings on real property, or personal property owned by churches etc.), should be submitted directly to either the Assessor’s Office (real property exemptions by classification) or the Commissioner of Revenue (personal property tax exemptions by classification).

If an applicant has both real and personal property tax exemption requests by classification, then please submit the forms to both offices.
