Health Care Facilities Plan On March 8, 2005, the Loudoun County Board of Supervisors adopted a Countywide Health Care Facilities Plan, designed to guide the location and type of health care facilities and health care-related businesses throughout the county.
The policies for the plan as well as relevant background documents, such as meeting agendas and other written material associated with the plan development, are available online. Final Polices for Countywide Health Care Facilities Plan OnlineThe final policies for the Countywide Health Care Facilities Plan adopted by the Loudoun County Board of Supervisors on March 8, 2005, are online: Adoption of the plan came after a public process that began in mid-2004 when the Board initiated an amendment to the Loudoun County Comprehensive Plan to include countywide health care facilities policies. The process included extensive public input, including stakeholders meetings, public input sessions and public hearings by the Planning Commission and Board of Supervisors. Also on March 8, the Board sent to its Human Services Committee a suggestion from the Planning Commission that the county consider forming a medical task force or health care committee and also consider creating a program, with a coordinator, for the care of the uninsured and indigent. Plan Process and Other Background InformationThe revised draft policies for the Countywide Health Care Facilities Plan considered by the Board are online. The policies were voted upon by members of the Transportation/Land Use and Human Services Committees during a joint meeting on February 28, 2005 and considered by the Board on March 8. The Loudoun County Board of Supervisors held a public hearing on the proposed Countywide Health Care Facilities policies on February 8, 2005. The draft policies and a staff report prepared for the meeting are available online: Past MeetingsIn an effort to continue the Planning Commission’s dialogue with those organizations most directly related to the health care industry, the Loudoun County Planning Commission held a second Stakeholders Meeting on Saturday, November 6, 2004. The meeting provided an opportunity for these groups to make comments on the draft Countywide Health Care Facilities policies. A summary of the comments made at the meeting as well as the meeting agenda are available online. The Planning Commission held another worksession on the development of a Countywide Health Care Facilities Plan on Monday, October 4, 2004. Documents prepared for discussion on October 4 included a decision summary from earlier worksessions. The Commission held earlier worksessions on August 30, and September 10, 2004, focusing on the next step in the development of the Countywide Health Care Facilities Plan. At the July 26, 2004 worksession, the Planning Commission determined which issues would be addressed in the General Plan amendment and developed issues questions to aid in the development of the Health Care Facilities Plan. Amendment InitiatedIn 2004, the Loudoun County Board of Supervisors initiated an amendment to the Loudoun County General Plan to add Countywide Health Care Facilities policies to the plan. The Loudoun County Planning Commission took a lead role in developing the plan.
As a first step in the plan's development, the Board of Supervisors approved utilization of Health Systems Agency of Northern Virginia (HSANV) for the purpose of conducting a needs assessment for health care facilities in Loudoun County. This needs-assessment study was delivered to the Planning Commission on June 14, 2004, and was to be used as a starting point in the development of the plan. Scope of Activities and Schedule The Planning Commission developed a scope of activities and schedule for the development of the plan. This briefing was held Monday, June 14, 2004, at the Loudoun County Government Center. First Stakeholders MeetingIn an effort to hear directly from those persons most closely related to the health care industry, the Loudoun County Planning Commission hosted the first of two Stakeholders Meeting of invited health care and public safety experts on June 14, 2004, in the Loudoun County Government Center. A subsequent meeting was held in November.
The June meeting provided an opportunity for invited guests to highlight the issues most critical to their respective organizations in relation to health care in Loudoun County.
