Housing Services in Loudoun County Loudoun County Department of Family Services The Loudoun County Department of Family Services maintains an apartment and condominium guide for the general public, assists low-income residents with Section 8 rental/utility assistance, and provides rental eviction and foreclosure prevention assistance. The department also operates the Loudoun County Affordable Dwelling Unit Program and contracts for transitional and emergency homeless shelters.
The department also works actively in support of several affordable housing initiatives, including the down payment and closing cost programs and public/private partnerships for first-time homebuyers. In 2006, the department launched two new programs aimed at rehabilitating existing affordable housing: the Loudoun County Home Improvement Program and the Eastern Loudoun Revitalization Program.

Shelter is provided for families, women, and children, with separate facilities for single men. The Good Shepherd Alliance helps individuals get through crisis situations by providing shelter, food, clothes, financial counseling and referral to other service providers as needed.
