The Commissioner of the Revenue is one of Loudoun's five constitutional officers. Specifically established by the Constitution of Virginia, these local officers are elected by Loudoun citizens.

As the chief tax assessing officer, the Commissioner’s primary duty under the Code of Virginia § 58.1-3103 is to ascertain and assess, at fair market value, all subjects of taxation in Loudoun. The Office of the Commissioner of the Revenue administers individual and business property taxes, business licenses, and a tax relief program and provides state income tax filing assistance. The office also serves as a DMV Select Agent, providing Virginia state vehicle registration, titling and license plate services.

Loudoun's real property is valued by a separate agency, the Office of the County Assessor. The Assessor, an appointee of the Board of Supervisors, is responsible for this agency and reports to the County Administrator.
