Solid Waste Collectors


Solid Waste Collection & Transportation Permits

Businesses providing solid waste collection services, including recycling services, in Loudoun County are required to obtain a Solid Waste Collection and Transportation Permit (permit) from the Department of Construction & Waste Management annually. 

Solid waste collection includes trash services, recycling services, construction waste removal, junk removal, and animal waste removal services.  Permits issued to solid waste collectors expire on March 31 of each year.

Permitted vehicles should have a decal with the current calendar year displayed. Each decal number is assigned to a specific vehicle.

No person or business in Loudoun County shall knowingly contract for solid waste collection services with a collector that is not permitted by the Department of Construction & Waste Management to operate in Loudoun County.

The link below will take you to a list of the "major" and "minor" permitted solid waste collectors operating in Loudoun County, their telephone numbers, the services they provide and the areas they serve.

Major collectors are those who operate four or more collection vehicles and/or collect 2,000 tons or more per year. Major collectors are required to provide curbside recycling of the following source-separated materials: newspaper and magazines; container glass, metal and aluminum cans, and plastic beverage and detergent containers, cardboard and paperboard, and yard waste for their residential customers.

Under Chapter 1084 of the Loudoun County Solid Waste Collection and Transportation Ordinance, minor collectors are not required to provide recyclables collection services. However, some minor collectors may choose to provide this service.

Both major and minor permitted collectors are required under Chapter 1084 to display their business name and operable telephone number on both sides of the vehicle in letters and numbers not less than four inches in height. Decals must be displayed on the vehicle as in the photo above in which the Solid Waste Collection and Transportation decal is circled.

Determining Who Your Collector Is

Curbside refuse and recycling services are provided through private contracts with towns, homeowner associations (HOAs), and individual homeowners. The link below provides contact information for each incorporated town and many of the HOAs found throughout the county. Residents who do not live in an incorporated town or HOA can check the list of permitted collectors who can assist them with curbside collection. Questions about acceptable items, collection containers, or bills should be directed to ether your town, HOA, or collector.
