Background The Code of Virginia (Section 10.1-1411) and the Virginia Regulations for Solid Waste Management Planning (9 VAC 20-130-10 et seq) give statutory authority and regulatory responsibility and accountability to local governments for planning for the handling of all types of non-hazardous solid waste.
The purpose of the regulations is to protect the public health, public safety, the environment and natural resources by promoting a regional plan that considers the most effective and efficient use of available resources.
The Loudoun County Solid Waste Management Planning District was the first jurisdiction in Virginia to submit a Solid Waste Management Plan to the Virginia Department of Environmental Quality (DEQ) and the first to have the plan approved in the 2004 revision. The district is comprised of all unincorporated and incorporated areas within Loudoun County, including the Towns of Hamilton, Hillsboro, Leesburg, Lovettsville, Middleburg, Purcellville, and Round Hill. Review Process A key provision of the Loudoun County Solid Waste Management Plan is the commitment by the participating jurisdictions to engage in a biennial review to assess the accuracy of the projections in the plan, to monitor how well the plan is addressing solid waste management needs of the District, and to recommend any changes to ensure the plan is responsive to the District needs. For each biennial review, the Board of Supervisors appoints members to serve on a Solid Waste Management Plan Biennial Review Work Group. The member towns also appoint members of the work group, representing Hamilton, Hillsboro, Leesburg, Lovettsville, Middleburg, Purcellville, and Round Hill. The last Solid Waste Management Plan Biennial Review Work Group met in 2006.
