Virginia's Phase II Watershed Implementation Plan

Virginia submitted its Phase II Watershed Implementation Plan to the EPA on March 30, 2012.  Virginia is providing a 60-day public comment period ending on May 31, 2012.  Instructions for submitting comments and a copy of the Phase II WIP can be found online: Public Comment Period.

As directed by the Loudoun County Board of Supervisors, staff has provided information to the Virginia Department of Conservation and Recreation (DCR) to support the development of Virginia’s Phase II Watershed Implementation Plan (WIP II).  Each state with waters draining to the Chesapeake Bay is required to submit a WIP which proposes how the state will meet pollution reduction goals set by the Environmental Protection Agency, known as the Chesapeake Bay Total Maximum Daily Load (TMDL).  The TMDL is intended to limit the amount of phosphorus, nitrogen and sediment entering the Chesapeake Bay from its watershed.

Loudoun County has provided DCR with pollution control measures or Best Management Practices (BMPs) that are not already accounted for in DCR databases.  Examples of these BMPs include septic system pump-outs and stormwater pollution control systems.  Loudoun County also provided DCR with land cover information such as forest cover. In WIP II, states will be required to disseminate pollution load limits to local jurisdictions and submit strategies for meeting the pollution reduction goals as well as milestones that will be used to gauge progress and guide plan changes.
