Business Zoning Ordinance Amendment (ZOAM)
On January 3, 2012, the Loudoun County Board of Supervisors initiated a Zoning Ordinance Amendment (ZOAM) for the purpose of advancing commercial and industrial development throughout the county. On February 14, 2012, the Board directed staff to examine regulations within the Revised 1993 Loudoun County Zoning Ordinance that have been, or are perceived as, a hindrance to business development within Loudoun County.

On January 16, 2013, the Board approved ZOAM 2012-0002, Commercial and Industrial Zoning Ordinance Amendment, with an effective date of February 1, 2013.  The Board approved additional amendments to the Commercial Light Industry (CLI) zoning district to permit right turn-in and right turn-out access onto Route 50, until such time as alternative access is available and also included the following language in bold: “onto Route 50, only where parallel roads are planned for Route 50."  The Board also approved as a permitted use “facility for lessons in dance, gymnastics, judo, and sports training”, but agreed that “motor vehicle service and repair, light” establishments should be included in Package 2. Zoning Ordinance Action Group: Article 6, Special Exception, Rezoning and Checklist

Changes to the legislative land development review process and specifically rezonings (ZMAP),special exceptions (SPEX), minor special exceptions (SPMI), zoning concept plan amendments (ZCPA), and zoning modifications (ZMOD) are being proposed as part of the Board of Supervisors’ action to make the Zoning Ordinance more supportive of business development in the county. The process changes fall under Article VI of the Revised 1993 Loudoun County Zoning Ordinance. Changes to the submittal requirements for each application (the checklists) are also being proposed. These are not ordinance amendments but will be reviewed in conjunction with the Ordinance and ultimately considered by the Board of Supervisors. The proposed amendments to Articles, 4, 6, and 8 of the Revised 1993 Zoning Ordinance will be considered by the Board of Supervisors' Transportation and Land Use Committee on Tuesday, June 18, 2013.
