Permitted Collectors
Solid Waste Collection & Transportation Permits 
Businesses providing solid waste collection services, including recycling services, in Loudoun County are required to obtain a Solid Waste Collection and Transportation Permit (permit) from the Department of General Services annually in accordance with Loudoun County Ordinance Chapter 1084.
Solid waste collection includes trash services, recycling services, construction waste removal, junk removal, and animal waste removal services. Permits issued to solid waste collectors expire on March 31 of each year. Permitted vehicles should have a decal with the current calendar year displayed. Each decal number, as seen in the photo, is assigned to a specific vehicle.

List of Permitted Collectors
No person or business in Loudoun County shall knowingly contract for solid waste collection services with a collector that is not permitted by the Department of General Services to operate in Loudoun County.

The list is divided into separate tables based on the type of services provided (i.e. curbside service providers are identified in Table 1 and container service providers are identified in Table 2).
Under Chapter 1084, solid waste disposal companies are divided into two groups: "Major" and "Minor."
"Major Collectors" operate four (4) or more collection vehicles and/or collect 2,000 tons of municipal solid waste per year. Major collectors are required to provide recycling services for their residential and non-residential customers. Major collectors must collect the following source-separated materials from their residential customers:
- Cardboard and paperboard
- Container glass

- Metal and aluminum cans
- Newspapers and magazines

- Plastic beverage and detergent containers
- Yard waste

"Minor Collectors" operate 3 or fewer trucks and are not required to provide recycling services for their residential and non-residential customers. However, some minor collectors may choose to provide this service.

Under
Chapter 1084 of the Loudoun County Solid Waste Collection and Transportation Ordinance, minor collectors are not required to provide recyclables collection services. However, some minor collectors may choose to provide this service.
Both major and minor permitted collectors are required under Chapter 1084 to display their business name and operable telephone number on both sides of the vehicle in letters and numbers not less than four inches in height. Decals must be displayed on the vehicle as in the photo above in which the Solid Waste Collection and Transportation decal is circled.
