According to Virginia’s regulations, "food" is defined as "a raw, cooked, or processed edible substance, ice, beverage, or ingredient used or intended for use or for sale in whole or in part for human consumption." Food establishments may be regulated by the Virginia Department of Agriculture and Consumer Services or by the local Health Department depending on such factors as the type of facility, type of food produced, and other factors.
