Planning & Development
We support the department through facility planning and design, proffer management, recreational trail development, and project management activities by:
- Providing site-specific analysis and design for the improvement of PRCS facilities, including short and long-range planning, proffer management, trail development and construction, and project management.
- Enhancing and maintaining parks, trails, and facilities with the Capital Asset Preservation Program (CAPP).
- Deliver technical assistance and oversight for the Department by reviewing land development applications for recreational opportunities and other departmental facilities identified in the Capital Needs Assessment (CNA).
- Manage various projects related to parks, trails, and facilities, including donated enhancements and amenities.

Natural surface trails represent an opportunity for a diverse mix of trail users to experience Loudoun County. We have trails for everyone; equestrians, hikers, and bikes, etc. Natural surface trails vary in width (2’-4’) and provide users a unique way to experience the history, resources, and landscapes throughout the County. Additionally, paved trails within park facilities provide access to and from various features in our parks. Both trail types can be standalone projects or elements of larger PRCS projects.

Parks, Recreation and Community Services (PRCS) provides access to various facilities to the residents of Loudoun County. Loudoun County has a total of 49 manned and unmanned parks open to the public. The permanent presence of on-site staff during business hours indicates whether a park is manned or unmanned. Park facilities are disbursed throughout the County and are classified (largest to smallest) as Regional, District, Community, and Neighborhood-based on acreage.

The Capital Asset Preservation Program (CAPP) provides a consistent means of planning and financing asset maintenance efforts. CAPP provides the County with the ability to extend the useful life of mature and aging features, including repair, total demolition and replacement. CAPP is designed to address and fund replacement and maintenance of park facilities. Features addressed through CAPP can be structure related (i.e., structural assessments and replacement of, buildings, pavilions, roofs, storage sheds, office building, equipment storage building/maintenance shops, bridges), site-related (i.e., asphalt/concrete, stormwater facilities, channel restoration, playing fields, fences, backstops), mechanical related (i.e., outside of buildings), electrical-related or plumbing related (i.e., boilers, water heaters). CAPP also addresses environmental issues, such as asbestos and lead paint removal and disposal, and the structural integrity of existing and historical buildings which may result in recommendations for removal, replacement, or repair.

Background
The Loudoun County Board of Supervisors (Board) on January 17, 2019 directed the Loudoun County Parks, Recreation and Open Space (PROS) Board to develop a detailed implementation plan for an interconnected, countywide linear parks and trails system (LPAT). The purpose of this interconnected system is to link and protect the various natural, recreational, and cultural resources in and around Loudoun County. These type of systems often follow linear landscape features such as streams, ridges, or abandoned roadways. Segments may be a scenic resource or an important wildlife habitat, owned and maintained by a private landowner with no public access. Other aspects include public trails for hiking, bicycling, or horseback riding and provide linkages to natural and community resources, as well as the paved bicycle and pedestrian transportation network. They enable citizens to travel without motorized vehicles to destinations such as schools, community centers and parks.
