The General Assembly has authorized Circuit Court Clerks' Offices to allow secure remote access of digital case files to members in good standing of the Virginia State Bar and their authorized agents, pro hoc vice attorneys authorized by the court for purposes of the practice of law, and such governmental agencies as authorized by the Clerk. This is known as LOCRA.
Items available in LOCRA
The digital case files are kept using the Supreme Court of Virginia's Case Imaging System (CIS). Today pleadings, correspondence, transcripts, exhibits, and paperwork received by the Circuit Court Clerk's Office in civil and criminal cases are scanned into digital format and kept in a paper format.
Images Available in the LOCRA System
Civil Cases - January 1, 2006, forward and any pending cases
Criminal Cases - July 1, 2011, forward and any pending cases
Any new paperwork filed in any case will also be available.
The fee for new subscriptions is based on your starting date and is prorated. Any subscription starting after the 15th of the month will be considered starting next month.
*Accounts opened in May and June will expire on June 30 of the following year.
How to Subscribe
To access LOCRA, each attorney must complete an application agreement (PDF). The subscribing attorney is permitted to allow assistants the use of their account by sponsoring them. The attorney can sponsor as many assistants as they like. However, the account can only be accessed by one person at a time. There is a spot in the application agreement where the sponsored individuals can be named. Also, attorneys are not permitted to allow another attorney to use their account. Once the agreement has been completed, send it along with the subscription fee to:
Clerk of the Circuit Court Attn: LOCRA Subscription P.O. Box 550 Leesburg, VA 20178
Once the application has been processed and approved, the subscriber's ID will be emailed to the subscriber along with information on how to access the site.
