Once the voucher holder participant submits the Request for Tenancy Approval to their counselor, a Housing Quality Standards inspection will be scheduled by the Housing Choice Voucher (HCV) inspector within 5 to 10 business days. The tenant should not sign a lease or move into the unit until the unit has passed inspection. If the unit passes, the Loudoun County Department of Family Services (LCDFS) will enter into a Housing Assistance Payment (HAP) contract with the landlord. The lease will be between the landlord and tenant and a copy must be provided to your housing counselor. The beginning and ending dates of the lease must coincide with the beginning and ending dates of the HAP contract. After submission of the signed contract and a copy of your signed lease, the owner will start receiving payment at the beginning of each month.
LCDFS is required to inspect each subsidized unit at least once a year to ensure compliance with Housing Quality Standards. If the unit fails the annual inspection, landlords are given a minimum of thirty days written notice to make repairs. However, any failed item (smoke detectors) that could result in a life threatening situation will need to be repaired within 24 hours. Landlords are encouraged to inspect their units on a regularly scheduled basis and prior to the annual HQS inspection.
