COVID-19 Updates and Announcements

The Loudoun County government is practicing social distancing in county facilities and other measures that help limit the spread of germs, including COVID-19. In the interest of health and safety, the county’s Home Improvement Programs are not accepting applications at this time.

An exception to this policy is if a household submits an application to the Emergency Home Repair and Accessibility Grant Program to address any of the U.S. Department of Housing and Urban Development (HUD) definitions of life-threatening conditions listed in the HUD Office of Public and Indian Housing (PIH) Notice 2017-20 (PDF)

Loudoun County Home Improvement Program

The Loudoun County Home Improvement Program (LCHIP) is available countywide to low- and moderate-income homeowners. Household income must be at or below 80% of Area Median Income (AMI (PDF)).

Loans are awarded based on credit worthiness, have a ten-year term, and may be forgivable and / or interest free.

How It Works

The homeowner, the county construction technician, and a contractor assess the renovation needs of the property. Typical repairs and renovations include correcting code violations, addressing health and safety issues, and making the home more energy efficient. Repairs may be made for plumbing, electrical, HVAC systems, and interior / exterior components. All work is performed by licensed, bonded and insured contractors.

How to Apply

To apply for the program, complete the Online Application. Then print the application, sign it, and mail the signed application with all supporting documentation requested on the application checklist to the address at the bottom of this page.
