Title VI Program
Title VI Program Overview
Title VI is a federal statute based on the Civil Rights Act of 1964. Title VI provides that no person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.
The Federal Transit Administration requires Loudoun County Transit to document its compliance by submitting a Title VI Program every three years. The objectives of the program are to:
- Ensure that the level and quality of public transportation service is provided in a nondiscriminatory manner.
- Promote full and fair participation in public transportation decision-making without regard to race, color, or national origin.
- Ensure meaningful access to transit-related programs and activities by persons with limited English proficiency.
The current 2017 to 2020 Title VI Program (PDF) was approved by the Loudoun County Board of Supervisors on October 20, 2016. The program addresses system-wide standards and policies; demographic and survey data from the service area; evaluations of service and fare changes; and results of performance monitoring.
The 2020-2023 Title VI Program update is now underway. Proposed changes to the Major Service Change Definition and Disparate Impact and Disproportionate Burden Policies are available for public comment through October 16, 2019. More information can be found at Proposed Title VI Changes - Transit.
