County Operating Status

The latest operational information for the county government will be posted here.

We encourage you to access the county’s online services and to limit visits to county facilities to only those that are necessary. 

Before visiting any county building, please review operational changes below. 

Loudoun County requires all visitors to county facilities, regardless of vaccination status, to wear face coverings to reduce levels of community transmission of COVID-19.

801 Sycolin Road 

  • Access is limited to employees only who have electronic key cards and fobs.
  • Anyone without authorized access will need to call the main numbers for the departments in the building to request access:

    • Department of General Services at 703-777-5552

Animal Services

  • Dispatch call hours are now 8:30 a.m. to 6:00 p.m. Monday through Sunday.
  • Adoption hours are 11:00 a.m. to 6:00 p.m.  Read details on the process.
  • Business hours remain 8:30 a.m. to 6:00 p.m.

Building and Development

  • Visitors must check in with the information desk in the first floor lobby. Customers are encouraged to call 703-777-0220 (option 1) to make an appointment.
  • All of the department’s services continue to be provided during normal operating hours, Monday - Friday, 8:30 a.m. - 5:00 p.m.  Customers may contact the department 703-777-0220, email or Loudoun Express Request.
  • Completed permit and land development applications can be submitted online or be left at the drop box in the first floor lobby of the Government Center between 8:30 a.m. and 5:00 p.m. View details of the process.
    • All permit application forms must be completed before arriving at the Government Center. Download forms here.
  • In-person inspections have resumed. Customers may continue to schedule inspections through the Web Automated Inspection Request System (WAIRS).

County Attorney

  • The office lobby at 1 Harrison St., Leesburg is closed to the public, except by appointment, until further notice.
  • To make an appointment, or answer inquiries, staff members are available by phone 703-777-0307 or by email, Monday through Friday 8:30 a.m. - 5:00 p.m.
  • A designated drop-off area for documents is located in the first floor lobby of the Government Center.  

Courts

Circuit Court

General District Court

  • The General District Court has resumed hearing non-emergency matters in person.
  • Those who need to visit the courthouse will be assessed for possible COVID-19 risk and screened for elevated temperature. 

Juvenile & Domestic Relations Court

  • The Juvenile and Domestic Relations Court has resumed hearing non-emergency matters in person.
  • Those who need to visit the courthouse will be assessed for possible COVID-19 risk and screened for elevated temperature. 

Clerk of the Circuit Court

  • The offices of the Clerk of the Circuit Court are open to the public; no appointment is necessary except for marriage licenses, notary oaths and probate.
  • The Public Services Division continues to offer both in-person and virtual marriage license and notary oath appointments. You may make an appointment here.
  • The Land Records Division accepts drop off of recordings at the land records recording customer service counter. The drop box has been removed; but the self-service kiosk in the hallway on level 2 remains as the pick-up location for copies.
  • Public kiosks for criminal and civil digital records are available on the fourth floor of the Courts Complex directly across from the elevators.

Commissioner of the Revenue

  • The Offices of the Commissioner of Revenue located in the Loudoun County Government Center and 21641 Ridgetop Circle in Sterling are open during normal business hours of Monday – Friday, 8:30 a.m. – 5:00 p.m. with social distancing measures in place.
  • Most transactions with our office can be completed online. We are also available by email or 703-777-0260 during normal business hours. If you choose to visit, please contact us beforehand to allow us to provide the best service.

Detention Centers

Adult Detention Center

  • Family visitation continues to be virtual only. 

Juvenile Detention Center

  • Professional visits may be scheduled by calling 703-771-5200.
  • Family visitation continues to be virtual only. 
  • Face coverings and physical distancing are required at all times. 

Extension Services

  • The Department of Extension Services/Virginia Cooperative Extension - Loudoun, 750 Miller Drive SE, Suite F-3, is open Monday - Friday 8:30 a.m.- 5:00 p.m.
  • The Master Gardener Help Desk is not accepting walk-in plant or insect samples for diagnosis or identification. You may email photos of plants and insects.

Family Services

  • The DFS Office located at the Shenandoah Building (102 Heritage Way NE, Leesburg) is open 8:30 a.m. to 5:00 p.m., Monday through Friday, 703-777-0353.  
  • The DFS Office located at the Eastern Family Services Center (21641 Ridge Top Circle, Sterling) is open 8:30 a.m. to 5:00 p.m., Monday through Friday, 703-777-0555.
  • To apply for public assistance, such as Medicaid, SNAP, TANF, LTC, Childcare Subsidy, visit commonhelp.virginia.gov or call 1-855-635-4370.
  • For questions about your public assistance case, contact your Public Assistance Eligibility Worker. Documents can be emailed.
  • For help finding childcare, visit vachildcare.com, call 1-866-KIDS-TLC, or email.
  • To apply for unemployment benefits, visit vec.virginia.gov or call 1-866-832-2363.

Fire and Rescue

  • Public access to the Loudoun County Fire and Rescue headquarters at 801 Sycolin Road has been discontinued. Anyone without authorized access to the building must call 703-777-0333 to make arrangements prior to your arrival. 
  • All Fire and Rescue stations and facilities are closed to the public unless emergency care or assistance is required. 

Government Center

  • Visitors to 2nd floor departments must check in with the information desk. Customers are encouraged to call the department to make an appointment.
  • In-person services on floors 3-5 has been discontinued, except by appointment only. 
  • The first floor customer service counters for the Commissioner of the Revenue and Office of the Treasurer remain open.

Health Department 

  • The Leesburg Clinic (102 Heritage Way, Leesburg, VA 20176) is not accepting walk-ins until further notice. Call 703-777-0236 to make an appointment.
  • Tuberculosis (TB) testing is being provided at the Ashburn Clinic (45201 Research Place, Ashburn) by appointment only. The Leesburg Clinic (102 Heritage Way, Leesburg, VA 20176) is not providing TB testing until further notice.
  • Visitors to the Government Center (1 Harrison Street, Leesburg) must check in with the information desk in the first floor lobby. Customers are encouraged to call 703-777-0234 to make an appointment.
    • A designated drop-off area for documents is located in the first floor lobby of the Government Center.  

Housing

  • The Office of Housing staff are currently working remotely and continue to provide customer service. 
  • Email the housing office or call 703-737-8323 for assistance.

Human Resources 

  • The Human Resources drop-off box in the lobby of the government center is checked daily, Monday - Friday
  • Human Resources staff is available by phone, 703-777-0213, Monday-Friday 8:30 a.m. to 5:00 p.m. and email.
  • The department’s office in the government center is open Monday- Friday for employee walk-ins, 8:30 a.m. - 5:00 p.m.

Juvenile Court Service Unit

  • Staff and visitors will be assessed for possible COVID-19 risk and screened for elevated temperature.
  • The Leesburg location (18 East Market St.) is open for walk-ins and scheduled appointments.
  • The Ashburn location (45201 Research Place) is open for scheduled appointments only.

Mapping and Geographic Information

  • Visitors must check in with the information desk in the first floor lobby. Customers are encouraged to call 703-771-5778 to make an appointment.

Mental Health, Substance Abuse and Developmental Services (MHSADS)

  • Same Day Access is now being offered via tele-health. Call 703-771-5155 Monday-Friday, from 9:00 a.m. to 2:00 p.m. to begin the process.
  • Behavioral Health Outpatient is contacting individuals to address appointments.
  • The MHSADS clinic at the Shenandoah Office Building (102 Heritage Way, Leesburg) is open from 8:30 a.m. - 8:00 p.m. Monday and Wednesday and 8:30 a.m. - 5:00 p.m. Tuesday, Thursday and Friday until further notice.
  • The MHSDAS clinic at the Eastern Loudoun Service Center (21641 Ridge Top Circle, Suite 210, Sterling) is open from 8:30 a.m. - 8:00 p.m. Tuesday and Thursday and 8:30 a.m. - 5:00 p.m. Monday, Wednesday and Friday until further notice.
  • If you are experiencing a behavioral health crisis, Emergency Services are available 24 hours daily, seven days per week at 703-777-0320.

Parks, Recreation and Community Services (PRCS)

Planning and Zoning

  • Visitors must check in with the information desk in the first floor lobby. Customers are encouraged to call 703-777-0246 (option 5) to make an appointment. In-person services will take place on the second floor in Building and Development.
  • The Customer Service Center is available by phone 703-777-0246 (option 5), LEx, or email, 8:30 a.m. - 5:00 pm, Monday through Friday.
  • Designated drop-off and pick-up areas are located on the first floor of the Government Center for:
    • Plans and application submissions
    • Deliveries from FedEx, UPS, and couriers
    • Referrals from Building and Development
    • Learn more on the process.
  • Potential delays in legislative land development application reviews may occur.
  • Electronic submissions of applications are encouraged.
  • In-person Pre-Application meetings will not be held, but will be held by conference call or online meeting.

Procurement

  • Walk-in service is suspended until further notice.
  • Bids and Proposals should be left in the designated drop-off area in the first floor Government Center.

Sheriff’s Office

  • Fingerprinting services are available by appointment at our Leesburg headquarters. Residents are requested to make appointments by telephone at 703-777-0407. 
    • Services for fingerprinting can also be obtained at each of our four stations. Please visit our Find My Station app to find your nearest station.
  • Residents can obtain copies of accident reports and offense report summaries by email or at our headquarters located at 803 Sycolin Road in Leesburg.

Transit 

  • The latest information on any schedule changes to the Commuter Bus, Metro Connection and Local Fixed-Route bus services may be found at loudoun.gov/buschanges.

Transportation and Capital Infrastructure

  • The Department of Transportation and Capital Infrastructure offices (101 Blue Seal Drive, Leesburg) are closed to walk-in customers until further notice.
  • Members of the public may contact DTCI for an appointment by phone, 703-777-0396, or by email. 

Workforce Resource Center

  • The Workforce Resource Center has relocated to 705 East Market St., Suite E, in Leesburg and is now open for in-person services at the new location.
  • Hours of Operation:
    • Monday, Tuesday, Thursday & Friday:  9:00 a.m. – 4:30 p.m.
    • Wednesday: 9:00 a.m. – 12:00 p.m.
  • Services:
    • Access to computer stations and office equipment for self-directed job search. 
    • Find information on community resources such as transportation, literacy classes and childcare options.
    • Pick-up and drop-off for Workforce Innovation & Opportunity Act (WIOA) applications.
    • On-site and virtual workshops.
    • Customers may still continue to use our virtual services.
