- About the Department
The overall mission of the Department of Housing and Community Development is to support our community in obtaining safe and affordable housing. The department works to facilitate, inform and advise the community on the development and implementation of strategies to address the unmet housing needs of all Loudoun County residents. The department also develops funding opportunities and provides grants and loans to help preserve, provide access to, and add to the supply of affordable housing. It provides programs to increase affordable housing opportunities for Loudoun’s low- to moderate-income households, including homebuyers and renters, as well as nonprofits and affordable housing developers.
A major current project involves the implementation of the Unmet Housing Needs Strategic Plan, adopted by the Board of Supervisors in September 2021. The plan defines how Loudoun County will address unmet housing needs in a systematic and comprehensive way by identifying strategies and tools, as well as housing production targets, to address housing needs at each level of area median income.
