The Loudoun County Unmet Housing Needs Units (UHNU) Program offers a limited number of rental apartments for households earning less than 30% of the Area Median Income.
- There are UHNU apartments at The Vyne which are available only to households with an UHNU certificate. Rents for these apartments are lower than market rates.
- There are UHNU apartments at Lerner Windmill Parc which are prioritized for households with an UHNU or ADU certificate. Rents for these apartments are calculated at 30% of the household’s income.

Community Work Force Units
The UHNU Program also offers Community Work Force (CWF) apartments at the Elms at Arcola for households earning less than 70% of the Area Median Income.
- Qualifying applicants must be a Loudoun County Government employee, Loudoun County Public Schools employee, or an employee of a non-profit organization located in Loudoun County.
- Rents for these apartments are lower than market rates.
