Law Changes

  • Effective July 1, 2020 - There is a new application for Concealed Handgun Permits. Applications with SP-248 (07-01-2020) in the upper left corner will no longer be accepted. Please see below for the current application.
  • Effective January 1, 2021 - Online certifications will no longer be accepted. Certification is required to be in-person firearms training.

Social Distancing Protocols

  • Effective Thursday, March 26, 2020 - The Civil Division closed its public windows to most visitors. We are open to take in first-time concealed handgun permit applications; however, this will be done by appointment between the hours of 8:00 a.m. - 4:00 p.m. An appointment time can be scheduled by email only to come into the office and file your application. Prior to scheduling your appointment, you will be required to advise if you have traveled to New York, New Jersey and/or Connecticut within the past 14 days.

Concealed Handgun Permit applications (PDF)  are available at the Loudoun County Circuit Court Clerk’s Office and at the Loudoun County Sheriff’s Office located at 803 Sycolin Road, S.E., Leesburg, Virginia.

Filing Concealed Handgun Permit Applications

Applications can be mailed or filed during regular business hours in the Civil Division of the Clerk’s Office located on the 3rd floor of the Courts Complex. To reach the Civil Division you will need to enter through the Clerk’s Office and appear at the Civil Division customer services window.
