During a final work session on the Zoning Ordinance Rewrite project October 30, 2023, the Board of Supervisors completed its review of the Draft Zoning Ordinance that was sent to them by the Planning Commission in July. The Board held eight work sessions in September and October and passed more than 150 motions to edit the ordinance text and proposed regulations. The Board’s final version of the ordinance will now be prepared for a public hearing in December.
In the coming weeks, all of the edits to the Draft Zoning Ordinance that were approved by the Board will be incorporated to produce a final Zoning Ordinance. The final version of the ordinance will be available for the public to review prior to the upcoming public hearing and will be posted on the county’s website when available. The public hearing will also be publicly advertised in November in accordance with Virginia law.
The Board of Supervisors may vote to adopt the new Zoning Ordinance following public input at the December 13 public hearing. Once adopted, the new ordinance will replace the current ordinance, the Revised 1993 Zoning Ordinance.
Public Hearing Dec. 13
The Board of Supervisors will hold a public hearing on Wednesday, December 13, 2023, at 6:00 p.m. The public hearing will be held in the Board Room at the Loudoun County Government Center located at 1 Harrison Street SE in Leesburg.
Members of the public can sign up in advance to speak to the Board in person or by phone regarding the proposed new Zoning Ordinance. Instructions for signing up to speak are posted on the county’s website at loudoun.gov/signuptospeak.

About the Zoning Ordinance
The zoning ordinance regulates land use throughout the county and is the primary implementation tool for the Loudoun County 2019 Comprehensive Plan, a policy document that provides guidance for elected officials and other governmental decision-makers as to where and how the community will grow over many years.
An update to the zoning ordinance is necessary following adoption of the Comprehensive Plan in 2019. The new zoning ordinance is intended to be more modern and user-friendly, with new regulations that reflect the land use policies in the Comprehensive Plan.

The Loudoun County Planning Commission has reached another significant milestone in the ongoing Zoning Ordinance Rewrite project. A new draft of a proposed ordinance was published on May 19, 2023. The updated text incorporates the commission’s work to date and results in the first complete draft ordinance in more than a year, that is inclusive of all draft chapters.
The Planning Commission and its subcommittees met for more than 20 work sessions in recent months to consider revisions to the regulations within the ordinance and to direct changes to the text. The commission has received thousands of comments from members of the public, which have informed the process to date. The commission has streamlined the ordinance to produce a more simple, modern ordinance that is intended to be easier to use by the public. The commission continues to work toward final recommended text. The commission’s next work session is scheduled for June 5, 2023, at 6:00 p.m.
The May 19, 2023, draft ordinance includes 12 chapters that have been refined by the Planning Commission since its August 30, 2022, and January 24, 2023 public hearings. Currently, the Planning Commission has not recommended any remapping or changes to existing zoning district or overlay district boundaries. Highlights of the draft ordinance updates include:
The Planning Commission has directed edits to all chapters of the ordinance, some of which simply restructure the components of the ordinance and simplify the language. An update to the Zoning Ordinance is necessary following the adoption of the Loudoun County 2019 Comprehensive Plan. The plan includes land use and transportation policies that provide a flexible framework for future development throughout the county. The Zoning Ordinance includes the regulations that implement the vision within the Comprehensive Plan.
The Planning Commission is currently anticipated to forward a recommended ordinance to the Board of Supervisors for consideration this summer. The Board of Supervisors will seek additional input on the draft ordinance from members of the public. The Board may consider additional revisions to the draft ordinance before ultimately adopting a new Zoning Ordinance, which could occur by the end of 2023. The adopted ordinance will replace the current ordinance, which is known as the Revised 1993 Zoning Ordinance.

As work continues on the Zoning Ordinance Rewrite project, the Loudoun County Planning Commission has scheduled a series of upcoming work sessions to consider proposed changes to the zoning ordinance. In addition, the Planning Commission has formed a Uses Subcommittee to focus on uses in zoning districts, which are addressed in three chapters of the draft Zoning Ordinance: Chapter 3: Uses; Chapter 4: Use-Specific Standards; and Chapter 13: Definitions.
