Loudoun County will host an open house regarding a proposed soccer facility at Philip A. Bolen Memorial Park on Wednesday, May 30, 2018, at 6:30 p.m. The meeting will be held at Cool Spring Elementary School, which is located at 501 Tavistock Drive, SE in Leesburg.
The purpose of the open house is to provide members of the public with an opportunity to learn more about a proposed rezoning and comprehensive plan amendment to allow for the construction of a new soccer stadium and other uses. The proposed uses include: a 5,000-seat soccer stadium; playing fields; offices; training facilities; and parking lots. Information will also be available about vehicular and pedestrian access to the proposed complex and the county’s applications for a Zoning Map Amendment (ZMAP-2018-0002), Comprehensive Plan Amendment (CPAM-2018-0001), and Zoning Modifications (ZMOD-2018-0013 and ZMOD-2018-0017) to change the zoning designation and planned land use of Bolen Park and the Leesburg Park and Ride lot. These applications stem out of a Memorandum of Agreement between the county and Major League Soccer franchise D.C. United, which was announced in December. More information on the applications is posted at and
County staff from the Departments of Transportation and Capital Infrastructure and Planning and Zoning will join elected officials and representatives from D.C. United who are expected to be at the open house. Participants will be able to review design boards, maps, fact sheets, and ask questions about the project.

Instead, the county encourages members of the public who are interested in providing input on the project to participate in upcoming Planning Commission and Board of Supervisors public hearings that are scheduled in June and July. Information about the Planning Commission’s agendas is posted at and information on the Board’s agendas is posted at The Board of Supervisors is expected to take action on the applications related to the project as early as July 2018.
