Continuum of Care Overview
The Loudoun County Continuum of Care (CoC) is a community coalition of public, nonprofit, and faith-based organizations that provide a variety of shelter and support services to persons who are homeless or at risk of becoming homeless. The overarching goal of the group is to ensure that there is a continuum of services to meet the needs of homeless persons in the community. The group meets quarterly. Loudoun County Department of Family Services provides staff support to the Continuum of Care.
Virginia Department of Housing and Community Development (DHCD) 2024 Virginia Housing Trust Fund – Homeless Reduction Grant
Eligible nonprofit organizations serving Loudoun County are encouraged to apply for local grant funding through the Virginia Department of Housing and Community Development (DHCD) 2024 Virginia Housing Trust Fund – Homeless Reduction Grant (VHTF-HRG). The goal of the HTF-HRG is to reduce homelessness in the Commonwealth of Virginia.
Applications are due to the Virginia Department of Housing and Community Development by Monday, October 2, 2023.
The local application is open to all nonprofit organizations serving Loudoun County residents. Eligible applicants must:
- Be an active member of the Loudoun Continuum of Care (CoC)
- Be an organization that is current on Form 990 filings with the Internal Revenue Service
- Be registered in DHCD’s Centralized Application and Management System (CAMS) and submit required financial documents
- Have established standard accounting practices including internal controls, fiscal management accounting procedures, cost allocation plans, and reliable tracking methods for organizational and program budgets by revenue sources and expenses

Organizations who apply will need a “Letter of Support” which confirms local coordination with the project submitted (see page 6 of the Application Instructions and email email Corinne Wyss with your request).
Organizations are also encouraged to attend the HTF-Homeless Reduction Grant How-to-Apply Webinar by Virginia DHCD on Wednesday, August 16, 2023 10:00 - 11:30 a.m. (see page 3 of the Local Announcement (PDF) for details).
FY 2023 U.S. Department of Housing and Urban Development (HUD) Continuum of Care Competition and Noncompetitive Award of Youth Homeless Demonstration Program Renewal and Replacement Grants
Eligible nonprofit organizations serving Loudoun County are encouraged to apply for local grant funding through HUD's Continuum of Care Competition and Noncompetitive Award of Youth Homeless Demonstration Program (YHDP) Renewal and Replacement Grants. The goal of the YHDP is to support the development and implementation of a coordinated community approach to preventing and ending youth homelessness.
The local application process is open to all nonprofit organizations including faith-based organizations serving Loudoun County residents. Eligible applicants must:
- Be an active member of the Loudoun Continuum of Care (CoC)
- Be an organization that is a nonprofit that is current on Form 990 filings with the Internal Revenue Service
- Create an account in HUD’s portal e‐snaps
- Utilize established standard accounting practices including internal controls, fiscal management accounting procedures, cost allocation plans, and reliable tracking methods for organizational and program budgets by revenue sources and expenses
Any organization interested in applying for this grant funding must:
- Submit a “Letter of Intent to Apply” including the type of project, new or renewal/expansion to the CoC Lead by emailing the letter no later than 5:00 p.m., July 28, 2023. (Note: The original deadline has been extended.)
- Complete and save, but do not submit, the application in HUD’s electronic grant management system, e‐snaps, and email the application in .PDF format to Loudoun County no later than 5:00 p.m., August 11, 2023. Note: Do not click “submit” a CoC Project Application in e‐snaps. (Note: The original deadline has been extended.)

The Consolidated Application must be submitted by the Loudoun County Continuum of Care to HUD by 8:00 p.m., September 28, 2023.
Loudoun County Continuum of Care (CoC) membership is open to individuals and organizations that represent or offer services to anyone in Loudoun County who is unsheltered or unstably housed, including homeless service providers, hospitals, mental health providers, advocacy groups, public housing authorities, developers, public schools, law enforcement, judicial entities, and faith-based organizations. CoC membership is also open to individuals with lived experience in homelessness.
Key Activities of the CoC
- Collects data about homelessness in Loudoun County; Conducts annual Point-in-Time Homeless Count in January
- Maintains Homeless Management Information System (HMIS)
- Operates the Coordinated Entry System to assist those experiencing a housing crisis
- Shares information about funding opportunities for Continuum of Care Members; Provides a forum for service providers to network and to collaborate on funding applications for homeless services
