Important News

Update Regarding Retiree Health Plan Premiums (1/25/17) new
TASC is prepared to withdraw retiree health plan premiums on Wednesday, January 25, 2017, by ACH rather than the previously communicated date of January 24, 2017.  Due to the transition to their platform, TASC delayed the withdrawal by one day to allow sufficient time for retiree data to be completely set up in their system.  Please note that retiree health insurance benefits are still intact and coverage has not been affected by this delay.  Please allow up to two business days for the ACH withdrawal to occur from retiree banking account.  If by close of business on Friday, January 27, 2017, the ACH withdrawal has not occurred, please reach out to TASC directly to determine the delay.

Retirees will receive in the mail from TASC a separate communication with a TASC member identification number and additional details about benefit plan and premium within the next 10 to 14 business days.

If there are retirees who have not communicated their ACH authorization to the Benefits Office or directly to TASC will be sent a separate communication prior to coverage been cancelled for nonpayment.  Please contact TASC directly at 1-800-422-4661 or Loudoun Benefits Office at 703-777-0517 with questions. 

Retiree Health Plan Premiums
Effective January 1, 2017, administration of retiree billing transitioned to a new vendor, Total Administrative Services Corporation (TASC).  TASC will mail correspondence to retirees beginning mid-January.  Retiree insurance premiums will be collected by bank draft on 24th of each month or the next business day following this date.  Please note that all retirees are required to pay their health/dental premiums through ACH on a monthly basis.  If you have not completed an updated ACH form with TASC, you may complete a new ACH authorization form here: Total Administrative Services (TASC) ACH Form. These forms must be returned to Loudoun County Benefits Office as soon as possible via fax - 571-258-3212, email - or mail to:

Retiree Open Enrollment 2016

The NEW Benefits "W-2" and What You Need to Know

The Affordable Care Act of 2010 requires most US citizens to have health insurance or pay an additional tax. To support this new requirement, the law also requires employers to issue Form 1095 to employees enrolled or eligible to enroll in the employer-sponsored health plan, and COBRA beneficiaries and non-Medicare eligible retirees enrolled in the employer-sponsored retiree health plan. In accordance with regulations issued on December 28, 2015, this form must be provided to individuals no later than March 31, 2016.

You do not need to include this form with your 2015 Form 1040 Federal tax return. The 2015 form is for informational purposes only. However, it is important that you retain the form with your 2015 tax filing records in order to comply with relevant tax laws and regulations. The information included on the form will be reported by Loudoun County Government to the Internal Revenue Service as required by law.

What are My Vision Benefits? new
That answer depends on if you are eligible or not eligible for Medicare.  For all Pre-65 retirees and their eligible dependents in the Cigna Point of Service or Cigna Open Access Plus health plans, your vision benefit is with Davis Vision.  Comprehensive annual eye exam is covered at 100% after a $15 copay with an in-network provider.  For a complete summary of the plan, click here.  Provide your Davis Vision member ID card to your vision provider.  

If you or eligible dependents are enrolled in the Post-65 Cigna Medicare Surround plan, then your vision benefits are included in your Cigna Medicare Surround plan.  Comprehensive annual eye exam is covered at 100% after a $30 copay.  For a complete summary of the vision benefits, click here.  Provide your Cigna Medicare Surround Insurance card to your vision provider.  Please remember to provide your vision provider with your new insurance card if you transition from the Pre-65 to the Post 65 Cigna Medicare Surround Plan.  This ensures claims are processed accurately and timely.

Recent Communication from Express-Scripts
Recently letters were mailed to some employees and retirees from Express-Scripts about an enhancement to programs currently in place.  These programs help to ensure that the safest, most cost-effective medication is chosen, and that dispensing quantities are within FDA-approved dosage guidelines and other supportive evidence.  This is a safety precaution to alert you that you can have an educated discussion with your physician about your medication.  Your physician is the expert in diagnosing your symptoms.  Express-Scripts is a partner in your health by providing expertise when it comes to your prescription medications.  Helping your physician to select the right drug in the right amount for you.

If you received one of these letters, please read it carefully.  The changes become effective January 1, 2015.  You may need to contact your prescribing physician to discuss your alternatives.  Your physician may also need to contact Express-Scripts to request an override for you.  To request a prior authorization, your physician should call into the Express-Scripts Physician Prior-Authorization Line at 800-453-2851 after January 1, 2015 when the changes have been updated in their system.  You are encouraged to obtain a refill before December 31, 2014 to allow adequate time to work through the process.  If you have any questions, call Express-Scripts Customer Service, 800-887-6197.

Retiree Health Plan Change 
Effective July 1, 2014, Loudoun County introduced CIGNA MEDICARE SURROUND® and CIGNA MEDICARE RX® as our new health and pharmacy plan for Medicare eligible retirees and their eligible dependents. The CIGNA MEDICARE SURROUND® incorporates medical benefits that supplement Medicare and along with CIGNA MEDICARE RX® is very similar to the previous Humana plan.

Key Points of Interest
  1. You will be able to see any provider and access any facility that accepts Medicare.
  2. The amount pay in monthly premium for your health plan coverage will not change for the remainder of 2014.
  3. Your dental benefits remain unchanged through Delta Dental of Virginia.
