Marriage License Application Process
         
           
The Clerk of the Circuit Court issues marriage licenses but is not required to officiate marriage ceremonies. Please consult a local minister for a religious marriage ceremony or consult a civil celebrant for a civil marriage ceremony. A list of the civil celebrants who have been authorized by the Circuit Court is available from the Clerk’s Office or can be viewed by clicking here on List of Authorized Civil Celebrants

Marriage licenses are issued by the deputy clerks in the Public Services Division, located on the 2nd floor of the Loudoun County Courts Complex. The Loudoun County Courts Complex is located in downtown Leesburg at 18 East Market Street. Office hours for marriage licenses are Monday – Friday (except legal holidays), from 8:00 am to 4:00 pm. You should plan to arrive no later than 3:30 pm to allow sufficient time for the Clerk’s Office staff to complete the application process. Additionally, there may several other marriage license clients awaiting services prior to your arrival.

Applicants do not have to be Loudoun County or Commonwealth of Virginia residents. Licenses issued by Loudoun County Clerk of the Circuit Court can be used for a marriage ceremony anywhere in the Commonwealth of Virginia.
           
To expedite the marriage license process when you arrive in the Clerk’s Office, you may consider initiating the process by completing an online application. The Online application may be completed prior to visiting the Clerk's office or it may be completed in our office. Both parties must appear at the Clerk's Office together with valid state or government photo identification. It will take approximately 10 to 15 minutes to receive your marriage license. There is a $30 fee that must be paid by cash or credit card. Please note there is an additional convenience fee for using a credit card.
