Program Background
The Loudoun County government and development community continue to face environmental challenges in trying to meet the demand for housing, schools, retail centers, recreational facilities and office space in one of the country's fastest growing counties. Preservation of the county's natural resources is a major priority in meeting those demands.

The leading edge for natural resource protection occurs during the land clearing and site grading phases. Successful erosion and sediment control begins with the plan design and the review process and then continues with the field implementation of the approved plan to prevent sediment runoff from affecting the surrounding properties and downstream waterways. Management of the quantity and quality of stormwater runoff is critical to the protection of Loudoun County’s watersheds.

Many developers, builders and contractors provide erosion and sediment controls above the minimum standards, accruing additional costs, to protect their construction sites from sediment runoff and to mitigate any negative effect on the environment. Many projects make environmental protection a priority during site development, overcoming sensitive environmental site conditions with innovative design and effective construction techniques.
