Capital Budgeting

The Capital Budget Team devises and administers the county’s Capital Improvement Program (CIP) Budget. The CIP is a six-year plan that defines the public facilities the Board of Supervisors will fund for development in support of the county’s service plan. The different components that compile the CIP Program include:

Proffer Management

  • Manages the use of cash, land and in-kind proffers related to capital facility development.
  • Determines the use of capital facility proffers in the CIP.

Capital Asset Preservation Program (CAPP)

Provides funding to extend the useful life of aging facilities by repairing major facility components and systems, including system replacements.

Computer System Replacement Fund (CSRF)

Funds computer hardware and software system replacements critical to county operations that cost up to $500,000.
