Phase One, Two and Three FSM Amendments
The Board of Supervisors directed the Public Review Committee (PRC) to identify and recommend amendments that will streamline the land development process and promulgate user friendly revisions, as described in the attached resolution of intent to amend. There are three phases to this work.

Phase One tasked the Facilities Standards Manual (FSM) Public Review Committee with identifying duplicative and burdensome regulations. 

On October 3, 2012, the Loudoun County Board of Supervisors adopted amendments to Chapters 6-8 of the Facilities Standards Manual (FSM), effective November 1, 2012.  The amendments modified requirements associated with preliminary soils reviews and geotechnical reports, tree conservation plans, archaeology studies, wetlands, and tree conservation plans and removed obsolete plat requirements for certain subdivision applications.

Phase Two focused on restructuring and streamlining the FSM in order to consolidate all regulations applicable to each application type and create, as appropriate, matrices, illustrative examples, and references that will assist the public in the use of the regulations. On May 8, 2013, the Loudoun County Board of Supervisors adopted Phase Two amendments to Chapters 2, 3, 4, 6 and a portion of Chapters 5 & 8 of the FSM, effective date of July 1, 2013.

Phase Three completes the comprehensive, chapter-by-chapter review of the FSM that commenced in Phase Two and includes comprehensive amendments to Chapters 5, 7, and 8 and and additional amendments to Chapters 4 and 6.

On February 11, 2015, the Loudoun County Board of Supervisors adopted Phase Three amendments to Chapters  4, 6, 7 and 8 of the FSM, with an effective date of April 1, 2015.

The Chapter 5 amendments to the FSM developed by the PRC during Phase Three were processed with the Virginia Stormwater Management Program (VSMP) amendments adopted by the Board of Supervisors on May 21, 2014.  Documents prepared for the meeting and the earlier Planning Commission public hearing are online:

Subcommittees and Workgroup
Three PRC subcommittees and a workgroup have assisted in drafting the Phase Three Amendments:

Chapter 8/Process Subcommittee 
The Facilities Standards Manual (FSM) Public Review Committee convened a Chapter 8/Process Subcommittee on November 15, 2012.  The members of the subcommittee are Gary VanAlstyne (Chairman), Linda Erbs, Bill Fissel, and Kevin Murray.  The subcommittee met from November 2012 to July 2013.

Chapter 8/Plat Subcommittee 
The Facilities Standards Manual (FSM) Public Review Committee convened a Chapter 8/Plat Subcommittee on April 3, 2013.  The members of the subcommittee are Matt Kroll (Chairman), Michael Capretti, and Joe Paciulli.  The subcommittee met from April to July 2013.

Tree Subcommittee 
The Facilities Standards Manual (FSM) Public Review Committee re-convened the Tree Subcommittee in February 2013.  The members of the subcommittee are Linda Erbs, Cody Francis, Matt Kroll, and Gary VanAlstyne. The subcommittee met twice in February 2013 to review the Chapter 7 amendments.

Tree Canopy Workgroup 
The Facilities Standards Manual (FSM) Public Review Committee convened a Tree Canopy Workgroup to assist in the development of 20-year canopy data to be incorporated into Chapter 7.  The members of the workgroup are Drew Thomas, Michael Capretti, Avi Sareen, Nick Georgas, Don Zimar, JP Lange, Greg Eberly, and Jon Bondi . The workgroup met from July to October 2013.

Public Input
Members of the public are invited to provide comments and suggestions. You may provide your comments online or by email.  Members of the public may also attend the scheduled meetings. The PRC requests that interested members of the public wishing to address the PRC during the meeting provide a written request prior to the meeting.
