Creating a New AFD
Landowners wishing to create a new Agricultural and Forestal District (AFD) must submit a completed application to the Department of Planning and Zoning by November 1 of each year.  Applications submitted after November 1 will not be processed until the beginning of the next calendar year.

Additionally, at a minimum, proposed AFDs must meet the criteria provided by Virginia Code §15.2-4305.

Once submitted to the Department of Planning and Zoning, completed applications will be referred to and reviewed by the Agricultural District Advisory Committee (ADAC) and the Planning Commission.  The ADAC and Planning Commission will submit their recommendations, and any modifications, to the Board of Supervisors.  The Board of Supervisors will hold a public hearing where the public may speak in regard to the proposed AFD.  The Board of Supervisors will act to adopt or reject the application, or any modification of it, no later than 180 days from November 1. Landowners who applied for the creation of the new AFD will be sent notices of the Board of Supervisors' action.
