Uniform Statewide Building Code Complaints
The Code Enforcement Division investigates complaints relative to its enforcement of the Virginia Uniform Statewide Building Code. In order for staff to adequately respond to complaints, a completed complaint form with an original signature must be on file.

Building and Development accepts electronic submissions of code enforcement complaints on Loudoun Express Request (LEx). To learn more about LEx, visit the LEx homepage.

If you are unable to submit your complaint electronically, you may print a copy of the form.

Hard copies of the Code Enforcement Complaint form are available in the Code Enforcement Division lobby located at 1503 Edwards Ferry Road, Leesburg.

Completed forms should be mailed to:
Loudoun County Department of Building and Development

Attention Office Coordinator

P.O. Box 7000
Leesburg, VA 20177
The name, address and telephone number of the complainant is not released to the alleged violator nor subject to the Freedom of Information Act (FOIA). If issues requiring legal action arise and the complaint results in court action, the complainant may be called upon to testify.
