The Loudoun County Board of Supervisors approved changes to the Revised 1993 Zoning Ordinance for Noise Standards on Thursday, October 20, 2016, at its business meeting. The changes go into effect January 1, 2017. Regulations will be posted at that time. The meeting is available for viewing here. The staff item and supplement are posted below. A summary of the Board's motion (Copy Teste) will be posted once finalized.

Changes to Noise Section of Codified Ordinance Adopted
At the July 13, 2016, Board of Supervisors public hearing, revisions to the Codified Ordinance, Chapter 654.02, Excessive Sound in Residential areas and Dwellings, enforced by the Loudoun County Sheriff’s Office, was approved. More information from the Sheriff's Office is online here.

On June 7, 2016 the Loudoun County Board of Supervisors approved authorization to advertise Zoning Ordinance Amendment (ZOAM-2014-0006), Noise Standards, for the July 13, 2016, Board public hearing.
May 13, 2016
On May 13, 2016, the Board of Supervisors Transportation and Land Use Committee (TLUC) voted to forward ZOAM 2014-0006, Noise Standards, to the Board of Supervisors' June 7, 2016, business meeting and to direct staff to advertise ZOAM 2014-0006 for the Board of Supervisors July 13, 2016, public hearing. TLUC's motion included a recommendation to include amendments to Section 5-600 to apply the noise standards uniformly among bed and breakfasts and commercial wineries, similar to farm wineries and limited breweries. , the Board voted to direct staff to remove ZOAM 2014-0006, Noise Standards, from the May 11 Board public hearing agenda, and to bring the item to the Friday, May 13, 2016, Transportation and Land Use Committee (TLUC) meeting for discussion in conjunction with the Proposed Amendment to Chapter 654 of the Codified Ordinances of Loudoun County, Noise. Loudoun County held a series of public outreach meetings in August 2015 regarding the proposed amendments to the county's noise standards. At the meeting, the county's consultant and staff provided an overview of the proposed changes and encouraged the public to provide comments on the changes. Board Adopts Resolution of Intent to Amend
On April 1, 2015, the Board of Supervisors adopted a Resolution of Intent to Amend the county's noise standards. The staff report and resolution prepared for the meeting are online:

Loudoun County is in the process of considering proposed amendments to the county's noise standards.
As part of the review of Zoning Ordinance Amendment 2013-0003, Data Center and Miscellaneous Commercial/Industrial Amendment
(Data Center ZOAM), the Board of Supervisors authorized the hiring of a noise consultant to assist the Board's Transportation and Land Use Committee (TLUC) in making a recommendation to the full Board regarding appropriate noise standards to consider as part of the Data Center ZOAM.
As explained by the consultant during the TLUC presentation, certain noise standards of the Zoning Ordinance could be revised to clarify and specify certain elements, such as the location from which sound is measured. The Zoning Ordinance Action Group (ZOAG) Data Center Report
of February 18, 2014, recommended that the Board consider initiating a review of the noise standards of the Zoning Ordinance to determine if it should be amended.
At the June 4, 2014, Board Business Meeting, and as part of the Strategic Plan Update, the Board directed staff to prepare scoping/workplan documents for the initiative, and at the July 16, 2014, Board business meeting, the Board authorized staff to proceed with the procurement process to hire a consultant for the purpose of revising the noise standards of the Zoning Ordinance. Award of the contract is expected by the end of September 2014.
