Public Input Summary and Foundations Reports
Thanks to all who have participated in the Envision Loudoun planning process and our Listening and Learning workshops. More than 1,900 people contributed just over 4,500 unique ideas about the future of Loudoun County in the first round of community outreach. These have been captured in a master database, and summarized in a Public Input Summary Report. Click on this link to download the report summary, the full report (including the appendix), a full database of comments (in Excel or PDF form), or select from the eight major topic areas used to theme the thousands of ideas.

In addition, our consultant team has written a Foundations Report, which summarizes the existing conditions and trends that are shaping Loudoun County.  Both the Public Input Summary Report and the Foundations Report are foundational documents that will be used to help shape future work and upcoming community outreach and engagement meetings.

We anticipate our next round of community outreach and engagement meetings to be held in the spring of 2017.  At these workshops, entitled Envision the Future, participants will help us identify community preferences for approaches and choices for achieving our goals for the future.  Dates, times, and locations are being planned now. Staff is scheduled to present an update before the Board of Supervisors on May 2, 2017, concerning the current status of the Envision Loudoun Comprehensive Plan process. Staff will also present the draft Vision and Goals of Envision Loudoun developed by the Stakeholders Committee for Board review and general endorsement. The business meeting will start at 6:00 p.m. in the Board Room on the first floor of the Loudoun County Government Center, 1 Harrison Street, S.E., in Leesburg. The meeting will be televised on Comcast Government Channel 23, Open Band Channel 40, and Verizon FiOS Channel 40. It will also be available for viewing through the Loudoun County webcast system.  The staff item will be posted here once finalized.

Stakeholders Committee
The New Comprehensive Plan Stakeholders Committee, whose members were appointed by the Board of Supervisors, is working with county staff and the county's consultants to help guide the process of developing a New Comprehensive Plan. More information about the committee is online here.


The current Comprehensive Plan consists of the Revised General Plan, the Revised Countywide Transportation Plan, a companion to the General Plan, and a number of specific strategic and area management plans. The Comprehensive Plan also serves as the foundation for amendments to the Zoning and Subdivision ordinances to ensure the county's land use goals are implemented through the regulatory process. This planning effort will focus on developing a new General Plan and a new Countywide Transportation Plan.
