Who May Perform the Rites of Marriage
Please confirm with your clergy/celebrant that they have been duly authorized by a Virginia Circuit Court to perform marriage ceremonies. A Virginia qualified minister, priest, or civil celebrant performing the marriage ceremony must return the completed license to the Clerk’s Office within five days of the marriage ceremony.

An individual performing a civil ceremony must be duly authorized as a civil celebrant by a Virginia Circuit Court. Civil marriages are not performed by the Clerk's office; however, you may view the list of Civil Celebrants authorized by Loudoun County Circuit Court.

Pursuant to § 20-27, person performing a marriage ceremony is permitted to charge the fees as follows:
Any person authorized under § 20-25 to celebrate the rites of marriage shall be permitted to charge the parties a fee for the ceremony not to exceed $50 for each ceremony. Such person and parties may negotiate payment for any additional services agreed to by the celebrant and the parties. Additionally, such person shall be permitted to charge the parties travel expenses to and from the marriage site. If conveyance is by public transportation, reimbursement shall be at the actual cost thereof. If conveyance is by private transportation, reimbursement shall be at the rate specified in the current general appropriations act of the Commonwealth. In either event, the actual cost of the ceremony together with travel expenses shall be given to the parties at least three days prior to the marriage ceremony.
For religious marriage ceremony, ministers, priests and clergy must be authorized to perform marriages by a Virginia Circuit Court. Out-of-state ministers must be authorized by a Virginia Circuit Court to perform marriage ceremonies in the Commonwealth of Virginia. This process can take up to four weeks to be completed. It is advised that the out-of-state minister contact the Circuit Court for the County where the marriage is to take place for further details.
