Rural Uses and Historic Structures Zoning Ordinance Amendment (ZOAM)

Staff is expected to present proposed amendments to Articles 2, 4, 5, 6 and 8 of the Revised 1993 Loudoun County Zoning Ordinance in regards to rural districts, rural uses, historic structures, and various text errors or “quick-fix” items at the next meeting of the Board of Supervisors' Transportation and Land Use Committee. The meeting is scheduled to begin at 9:00 a.m., Friday, July 15, 2016, in the Dulles Room located on the first floor of the Loudoun County Government Center, 1 Harrison Street, S.E. in Leesburg. The meeting will be televised on Comcast Government Channel 23, Open Band Channel 40, and Verizon FiOS Channel 40. It will also be available for viewing through the Loudoun County webcast system. The Loudoun County Board of Supervisors held a public hearing on the "Rural Uses and Structures and Historic Structure Exemption" Zoning Ordinance Amendment on June 15, 2016. At the conclusion of the Public Hearing, the Board voted to forward the ZOAM to the Transportation and Land Use Committee for further discussion and to address the outstanding issues identified in the Staff Report.

The Loudoun County Planning Commission held a public hearing on the "Rural Use and Structures and Historic Structure Exemption" Zoning Ordinance Amendment on April 26, 2016. At the conclusion of the Public Hearing, the Planning Commission voted 6-2-1 (Douglas and Scheel opposed; Klancher absent) to forward the ZOAM to the Board with a recommendation of approval, as provided in Attachment 1. The Planning Commission also recommended that certain Zoning Ordinance Action Group (ZOAG) proposed amendments be separated from ZOAM 2015-0006 and processed as a new ZOAM in order to conduct further review and public outreach, as provided in Attachment 2.

The Loudoun County Board of Supervisors adopted a Resolution of Intent to Amend the Revised 1993 Loudoun County Zoning Ordinance.
