About the Online Mapping Tool
The Loudoun Existing and Potential Development (EPD) map is an interactive mapping tool that provides access to information regarding:
- Existing use of structures
- Existing use of parcels
- Location and existing number of housing units within residential projects that are completed and approved (not started or partially built)
- The remaining residential development potential of vacant or under-developed parcels and approved projects (not started or partially built).
The land use data for structures, parcels, projects, and build-out scenarios are developed and maintained by the Department of Planning and Zoning. Data available in this tool currently reflect land use conditions as of July 1, 2016. Data will be updated on a quarterly basis beginning in January 2017. Plans call for the tool to be enhanced to include non-residential projects and the type of non-residential for existing structures.
The data in the mapping system can be used for land use, capital facilities, and transportation planning purposes as well as fiscal, demographic, and market analysis. In addition, the new mapping system’s information will be an important tool for land use scenario planning initiatives such as Envision Loudoun, the county’s effort to develop a new comprehensive plan.

Background: Board of Supervisors Direction
A detailed countywide build-out analysis of residential units was performed by the Department of Planning and Zoning as per the direction of the Board of Supervisors
on January 21, 2015. The purpose of a build-out analysis is to provide residential supply information on the future development of housing. The supply of housing is the amount of development potential available. The results of the build-out analysis were presented to the Board of Supervisors on October 4, 2016. As part of the build-out analysis effort in 2016, the county developed the land use geographic information system databases that are available through the Loudoun Existing and Potential Development Tool (EPD).
