Division Responsibilities

The Civil Division handles new civil case filings, issues subpoenas, and accepts concealed handgun applications.

*New Civil Cover Sheet Effective July 1, 2016

The Office of the Executive Secretary for the Supreme Court of Virginia has revised the Civil Cover Sheet that is required with each new civil case that is initiated in the circuit court in Virginia. My office has been providing paper copies of the new Civil Cover Sheet since July 1, 2016 when the new form became effective. For convenience of our clients, this new form is available for download here or you may click below under the notes section of this page. This new Civil Cover Sheet must be used when filing new civil lawsuits. Please discard the old version of this form. Case Information
In civil cases, the Circuit Court has concurrent jurisdiction with the General District Court over claims from $4,500 to $25,000 and exclusive original jurisdiction over claims exceeding $25,000. These claims are called law actions. The Circuit Court also has jurisdiction over all equity matters; these include divorce cases, disputes concerning wills and estates, and controversies involving property. Payment Types
The Civil Division accepts cash, check and credit cards as payment. Credit cards are only accepted for over the counter transactions at this time.  For more information on credit card transactions please click here.

Please Note
Various documents are filed with the court as required by law or for safekeeping. Many of these pleadings and motions are indexed and scanned within the record-keeping process. To allow for clear and legible records the court will not accept documents that have been printed with or contain shading or grayed areas upon the document.

Motions that are filed with the court without a praecipe will not be set for a hearing and will not be forwarded to chambers for review.

We cannot accept any pleadings or notices by fax or email. The original document must be received by our office either in person, or by mail.
