General Criminal Division Information

IMPORTANT: Please determine which Court has jurisdiction before contacting Circuit Court. 

Circuit Court handles all Felony cases, cases originating by Grand Jury action, as well as Misdemeanor Appeals from General District and Juvenile and Domestic Relations Courts. ONLY when misdemeanor or traffic cases are appealed from General District and Juvenile and Domestic Relations Court do they fall under the jurisdiction of the Circuit Court. Traffic infraction cases and/or pre-payment of a traffic fine are handled in General District Court which is a separate entity with its own Clerks Office.

Circuit Court has trial jurisdiction over all felonies and those misdemeanors carrying a penalty of not more than 12-months in jail as well as over juveniles ages 14 and older who are charged with felonies and whose cases have been certified or transferred by the Judge of a Juvenile and Domestic Relations Court.

Fines, Court Costs, Restitution, and Payment Information

IMPORTANT:  No online or pay–by-phone payments. Credit card payments are NOT accepted for restitution payments.

Once a defendant is convicted of a felony or misdemeanor the Court imposes fines and/or court costs which will be assessed against the defendant. Fines and costs are due 30 days after the sentencing unless a payment plan agreement was approved by the Court.  The Criminal Division accepts checks, cash, money orders, VISA and MasterCard with proper identification.  All costs and/or fines that are not promptly paid are subject to the following:
  1. Interest will accrue on the balance due
  2. Unpaid balances are reported to the Department of Taxation for set-off debt collection (any tax refund due to you will be sent to the Clerk’s office to pay off the debt)
  3. Unpaid balances are reported to Loudoun County Treasurer’s office – Collection Division – 703-737-8622
  4. Notification is sent to the Division of Motor Vehicles of any unpaid fines and/or costs for suspension of the defendant’s operator license

Payments for fines and/or court costs are accepted Monday through Friday from 8:00 a.m. to 4:00 p.m., excluding holidays and may be made in person or via the mail. If payment is sent via the mail and a receipt is desired, please include a self-addressed stamped envelope. Checks and Money Orders should be made payable to Clerk, Loudoun Circuit Court. Indicate to which account payment is to be credited to ensure proper credit.
