PRCS Closures and Operating Status
Find details about Forward Virginia, the three-phase plan to reopen the state by gradually easing restrictions that have been in place to slow the spread of COVID-19. Northern Virginia jurisdictions, including Loudoun, entered Phase 3 July 1, 2020. Loudoun County Government is practicing recommended measures from the Virginia Department of Health and Centers for Disease Control and Prevention, including social distancing and face coverings, that help limit the spread of germs.

You can search for programs and reserve pool and fitness times online. All programs will be conducted in accordance with guidelines from the Virginia Department of Health, Centers for Disease Control and Prevention and Loudoun County Health Department. If programs are canceled for pandemic-related reasons, customers will receive a refund.
Phase 3 began July 1 in Loudoun County. Guidelines from the Virginia Department of Health (VDOH) and Centers for Disease Control and Prevention (CDC) are in place, including limiting social gatherings, following physical distancing, wearing a face covering, covering coughs and sneezes, using proper handwashing and staying home when sick. Visitors to all PRCS sites are expected to follow social distancing, including physical distancing during recreational activities, and other measures to help slow the spread of COVID-19.
Forward Virginia Phase 3 Guidelines
November 13, 2020 Governor Northam announces revised guidelines, including new limits on social gatherings and guidelines for facial coverings.

Facilities
- PRCS aquatic, recreation and community centers are open with restrictions per Phase 3 guidelines, including reduced occupancy and modified program content. Senior centers are open for current members with limited hours and limited indoor programs, with strict adherence to guidelines. Adult day centers are open to current clients only with limited hours.
- Franklin Park Performing and Visual Arts Center is open with restrictions per Phase 3 guidelines, including reduced occupancy and modified program content.
- County parks are open for outdoor, recreational and leisure use.
- Basketball, tennis and pickleball courts, inline hockey rinks and Dulles Skate Park are open at 50% of maximum occupancy with patrons and participants expected to follow physical distancing of 10 feet for recreational activities and facial covering recommendations from the CDC, VDOH and Loudoun County Health Department (LHD).
- Pavilions are open. Gatherings are limited to 100 people, with guests expected to follow social distancing and masks guidelines.
- Athletic fields at PRCS park sites and LCPS school sites are open for permitted use by affiliated leagues and approved independent organizations. (Grass fields are closed until March.) All recreational sports can return to play in accordance with amended Executive Order 67, VDOH and CDC guidelines and approved Return-to-Play plans. Physical distancing of 10 feet should be maintained among instructors, coaches, participants and spectators during all indoor and outdoor recreational sports where practical. Face coverings are required for participants, coaches and spectators in accordance with current VDH and LHD recommendations. The total number of attendees (including both participants and spectators) of recreational sports cannot exceed 75% of the maximum occupancy load on the certificate of occupancy (where applicable). The number of spectators in elementary, middle, high school auxiliary and high school main gyms is limited to one per player. The total number of spectators is limited to 25 for indoor play to ensure distancing. For sports played outdoors, the total number of spectators cannot exceed the lesser of 30 percent of the occupancy load of the certificate of occupancy for the venue or 500 spectators per field in accordance with the fourth amended Executive Order 72 guidelines. - Indoor pools (and outdoor pools in season) are open at 75% of minimum occupancy load to maintain required physical distancing. Reservations may be required.
- Outdoor and indoor pools are open for recreational swimming and lap swimming with no more than two unrelated persons per lane and ten feet of physical distance per swimmer. Reservations are required for pool lane use. Register online for indoor pools. See details regarding seasonal outdoor pool use.
- Some indoor leisure pool features (e.g., vortex, hot tub) and the Franklin Park Pool splash pad and play features (dump buckets, etc.) will remain closed.
- Playgrounds are open per guidelines for physical distancing and stopping the spread of germs.
- Recreation center climbing walls will remain closed.
- The administrative office in Leesburg is open during normal business hours, with visitors and staff following guidelines for facial coverings and social distancing.
Programs
- Fitness programs at Dulles South Recreation and Community Center and Claude Moore Recreation and Community Center are offered in accordance with the most current guidelines for reduced occupancy, physical distancing and facial coverings. Register online.
- Reservations are required for use of workout/fitness areas/amenities at recreation centers. Sign up online.
- PRCS camps, classes and programs will run with restrictions per Phase 3 guidelines, including reduced capacity and modified program enrollment and content. Details and registration for programs can be found online.

- Registration for PRCS after-school programs for the current school year is ongoing.
- Child care services are open at select community and recreation centers.
- K-6 Distance Learning Child Care Program is available at select LCPS sties and other locations and follows CDC and VDOH guidelines for educational classes and institutions.
- Enrollment in indoor recreational classes follows current CDC and VDOH guidelines and Commonwealth of Virginia Executive Orders (e.g., 50 people or 75% of minimum occupancy load, whichever is less, effective April 1, 2021).
- Social gatherings for rentals are limited in accordance with current CDC and VDOH guidelines and Commonwealth of Virginia Executive Orders (e.g., 50 people indoors and 100 people outdoors effective April 1, 2021).
Senior Services
- Senior centers are open weekdays from 9 a.m. to 3 p.m. for limited indoor programs and limited transportation for current members, with strict adherence to guidelines. Programs vary by center. Call for local schedule. Reserved congregate and drive-up meal service available from 11 a.m. to 1 p.m.
- Enrollment in programs/trips follows current CDC and VDH guidelines and Commonwealth of Virginia Executive Orders (e.g., currently limited to 10 people).
- Adult day centers are open to existing clients only. No visitors allowed. Reduced hours are 8:30 a.m. to 4 p.m., separated into two 3.5-hour sessions to ensure adequate staff-to-client ratios and adherence to social distancing and other safety guidelines to reduce the spread of disease. Visitors to all PRCS sites are expected to follow social distancing, including social distancing of 10 feet during recreational activities, and other measures to help slow the spread of COVID-19.

Facilities

- Franklin Park Performing and Visual Arts Center is closed.
- County parks are open for outdoor, recreational and leisure use with 50 or fewer people at each amenity or designated area.
- Basketball, tennis and pickleball courts, inline hockey rinks and Dulles Skate Park are open at 50% occupancy or 50 people, whichever is less, with patrons expected to follow social distancing of 10 feet for recreational activities recommended by VDH and CDC.
- Pavilions are open at 50% occupancy or 50 people, whichever is less.
- Athletic fields at PRCS park sites and LCPS school sites are open for permitted use by affiliated leagues. Baseball, softball and cricket can include drills, practices and games. All other sports are limited to conditioning drills. Attendance is limited to 50% of field occupancy or 50 people, whichever is less. Parents, guardians and caretakers of children are allowed in designated areas only and are not included in the occupancy restriction.
- Outdoor pools are open Friday, June 19, at 50% occupancy or 50 people, whichever is less. Indoor lap pools are open June 22 at reduced capacity.
- Outdoor and indoor pools are open for lap swimming and must be limited to no more than three persons per lane, with ten feet of physical distance per swimmer. Registration is required. Register online for one-hour, lap-swim at indoor pools. See details regarding outdoor pool use.

Summer Programs

Facilities
- PRCS recreation, community, senior and adult day centers and the Franklin Park Performing and Visual Arts Center remain closed during Phase 1.
- County parks are open during normal hours for passive trail and leisure use, including fishing, canoeing and kayaking where permitted, with patrons expected to practice social distancing. All park offices, playgrounds, pavilions and most athletic courts are closed. Outdoor tennis courts are open for tennis and pickleball, with a limit of four players per court. PRCS outdoor athletic fields are open for limited, permitted use only. Players on athletic courts and fields must follow VDH and CDC guidelines. Signs will be posted at features affected by the closure and patrons are urged to adhere to any closure notices.
- Outdoor pools are closed in Phase 1.
- The administrative office in Leesburg is open during normal business hours, with visitors and staff following guidelines for facial coverings and social distancing.
Programs
- PRCS classes, events and programs are canceled. Modified summer camps and activities may be offered when the county enters Phase 2.
- While Loudoun County Public Schools are closed, PRCS programs at school sites (including CASA, YAS, and sports activities) are canceled.
